Issues of Concern - Advanced Disposal Taxes
Advanced Disposal Taxes (ADT) on beverage containers...from baby juice to
bourbon...as well as paper cups and other food packaging sold in stores and
restaurants. Proponents of ADTs clain they are an effective way to solve litter and
solid waste problems. We oppose ADTs for several reasons:
ADTS ARE A HIDDEN TAX: They are regressive, with a
disproportionate impact on low income families and senior citizens.
ADTS ARE A ANTI BUSINESS: They drive sales into
neighboring states, eliminate jobs, and reduce state tax revenues.
ADTS ARE COSTLY TO ADMINISTER: They cannot be
collected without large bureaucracies and/or increased retailer overhead costs.
ADTS DON'T HELF THE ENVIRONMENT: Beverage containers
are a very small part of litter and solid waste. Comprehensive curbside recycling and
public education programs are more effective solutions.
